We perceive that the Canadians are earnestly going about improving the navigation of the St. Lawrence from the lake St. Francis to Montreal. The commissioners have advertised to receive proposals for performing the work, though no plan of obtaining the desired object seems yet to have been devised.—This navigation is at present so bad, that all goods and property destined to ascend the river, are transported by land from Montreal to La Chine, 8 miles before they are embarked. A canal between these two places might be made at no great expense; as most of the way one has already been formed by nature.
What very much retards or deters from improvement, in the Canadas, is the circumstance that the principal officers, who should be the first and most active to promote them, are appointed by the crown, and feel really no interest in their advancement. They come out to make their fortunes, and return to Great Britain to spend them; without staying long enough to become acquainted with the real interests of the provinces, or feeling sufficiently interested to promote them.
These disadvantages are inseparably connected with colonial government. No country is more susceptible of great improvements than Lower Canada; and if under a free government, its natural advantages would not long remain unimproved.
