Dons Congratulate Our Soldiers.

Washington, Aug. 23.—General Shafter has cabled to the war department a unique document, being nothing less than a congratulatory address sent by the Spanish prisoners of war at Santiago to the men who defeated them. The address says that the Spaniards fought the United States troops without rancor and congratulate them on their victory just before embarking for our beloved Spain. It says "You acted in compliance with the same call to duty as we did;" "You fought us as men with courage, a quality we have not met in the rebels, who could not confront their enemy, but hidden shot their victims from ambush."
