French Acquisition of Territory.

BRUSSELS. Aug. 1.

The house of Walkiers has contracted with the Committees of the Convention to the amount of 40 millions in hard cash. Many millions have already been paid for furnishing necessaries to the Republican troops.

The instructions given by the committees of Public Welfare, for the organizing and dividing Belgia into eight departments, consists of 72 articles. That the French government means to incorporate Belgia with France, appears very certain, from the committee of Public Welfare having sent the Engineers and Astronomers, Perny, Moynet and Delaet, to the conquered countries, with orders to make a map of the borders of France, and to include our provinces therein.

Among the persons lately returned to Belgia, is the Archbishop of Malines, and some relations to General Clairfayt, who is said to have himself advised them to return.

The 10th of August was celebrated here with the greatest solemnity. The Deputy Ramel pronounced an oration, which leaves no manner of doubt upon the minds of the Belgians as to their future fate: "No Belgians," exclaimed he, "we are not come to you without design; our armies have not conquered your jurisdiction with a view to keep you under the yoke of conquest, and to deliver you up again to your enemies. When the three-coloured flag is hoisted along the whole banks of the Rhine; when the liberty of the Scheldt is declared; when the Batavians are our friends and allies; when Spain and the rest of the powers bargain for peace; then, Belgians, your fate, in which I also comprehend the fate of the people of Liege, is no longer dubious. By these means a maxim has been fixed upon by the expression of your wishes and by French fidelity; your fate is united with ours; you will be French: you are so from this moment. Long live the Republic! Long live united Belgia!"

This oration was listened to with raptures, and was answered with reiterated acclamations of "Long live the French Republic! Long live the union of Belgia with France!"
