Foreign News.

Cairo, August 7.
The following dates from Europe per
Steamer City of Baltimore, which sailed on the 20th.

The Paris correspondent of the London
Times believes the American question occupies the most
serious attention of Napoleon, and that a council
of ministers had been held upon it. He would
not be surprised if the matter were laid before the
English government in a still more pressing man-
ner, with a view of a speedy solution.
He urges that the movement must
be speedy if our foreign mission would be of
effect. In view of the possible relations of the
present Congress he says: I do not intend to say
whether the movement will be followed by any
immediate effect, whether France will take the lead
with the expectation that England cannot do oth-
erwise than follow; I only know that France is con-
vvinced that the present movement is the most op-
portune for union. Lincoln and some of his cabinet would not object to
some gentle pressure.

The Times editorially continues to point out the
Federal prospect as most gloomy, but the News
combats such views and speaks of Northern policy
with continued confidence. Most of the London
journals allude to the financial crisis in America,
and reiterate their strictures upon the false finan-
cial policy of the government, even the Star
charges the Washington cabinet with the most do-
plorable ignorance of true economy.

The Times argues that if the position had been
referred, the Americans would never have recog-
nized the blockade as England has done, but
would have broken it, under a plea of self preser-
vation.

Some of the Journals attack Arch Bishop Hughes
for certain revolutionary remarks when he made
a speech in the Dublin Parliament.

Garibaldi in the course of his speech at Marso-
la several times made use of the phrase, Rome or
death. He spoke in violent terms of Napoleon and
said, "we have given him Nice and Savoy, and he
wishes for something more." Yes, I know he
has one prince ready for Rome and another for
Naples.

Honorably Acquitted.
Omaha, Aug. 8.
Henry W. Depuy, late Pawnee Indian agent, ar-
rested for embezzlement has been honorably dis-
charged. The amount involved in the accusation
was $30,000. The entire transaction has been un-
dergoing investigation for a month.

The Home Insurance Company, of
New York, has a cash capital of one million
dollars, and a surplus, as per last statement, of
$521,268.08, making total cash assets of
$1,521,268.08 the liabilities being $5080.42

Dissolution.
