Trainmen Refuse to Wait for President Ingalls's Action.

CINCINNATI, O., Sept. 21.—When the Brotherhood chiefs left this city Tuesday after their conference with President Ingalls, it was with the understanding that they would return on Sept. 26, and give their answer to his proposition that the trainmen take no action until Jan. 1. At that date, the President said vaguely, they would probably come to terms. The trainmen are holding meetings all over the road and it is believed that a general strike may result despite the arrangements of the chiefs.
