The editorial from the Lynchburg Virginian criticizes J.C. Underwood, a U.S. Judge, for fraudulently franking a document as 'United States Senator' from Virginia, despite Congress denying the state's representation due to its 'unreconstructed' status. Franking.—While we return thanks to Mr. Lydick, our "floater," for a copy of Dr. Sears' address to the Convention, on the subject of education, we must expose the fraud which the Government suffered, in transmitting it to us. It bears the frank of "J. C. Underwood, United States Senator." Have we a Senator in Congress? That body does not concede that we have. They say that we are "unreconstructed," and still without representation. How, then, can a U. S. Judge, or anybody else, claim to be a Senator for Virginia and frank public documents in virtue of his office? If the grand jury will not present this man, we wonder how postmasters can violate their oath of office so far as to recognize his frank. Will not the Postmaster General take this matter in hand?—Lynchburg Virginian.
