From New Orleans, July 28, 1804
" I enclose the supplement of the Telegraphe, which contains a copy of the Memorial, Remonstrance and Petition of the French Louisianians, to congress.+ There is no question here, that this business had its origin in the French cabinet. ; and that the petitioners have been promised support.-The memorial, as you will see, is lengthy. -it is a spirited, well-digested, and well-written performance.-it was drawn up originally in English, by Edward Livingston Esq late one of Mr. Jefferson's attorneys in New-York : It was then translated into French : and has been debated, applauded and adopted in the city hall room, by the French people here, in what we should call a town-meeting ;- called as caucuses: are usually called. There were but few Americans present ; but of these few, was Mr. Livingston It is but lately, that these people, ever dreamed of the Liberty they now so peremptorily demand as their -right; from the style of their language it would seem they think themselves able, if congress should prove refractory, to establish their liberty. by their own exertions. Their demands, are, that " the inhabitants of Louisiana shall be incorporated into'the Union of the United States, and admitted to all the rights, privileges, and immunities of citizens thereof;and that so much of the law which provides for the temporary government of the country, as divides it into two territories, and prohibits the Importation of Slaves. be repealed." Appearances here are certainly "equally ;" and if there be any energy in the National Executive, it will be called into exercise to support the authority of the Union"
