FRIDAY, JAN. 11.--The Commissioners appointed to examine and settle the accounts of Daniel Sargent, Esq. Treasurer of the Commonwealth, reported that they found them well vouched and rightly cast, and that he has performed his duty and discharged his official obligations conformably to law. The report was accepted.
That part of the Governour's Message which relates to the donation of Publick Lands for the purposes of Education, was referred in both Houses to the Committee having under consideration the Maryland Resolutions on the subject, and the vote giving it another destination was re-considered.
SATURDAY, JAN. 12.--An order of the House, directing the committee on Applications for Manufacturing companies, to inquire if any, and what, alteration and amendments are necessary to the act, defining the powers and duties of Manufacturing Companies, with leave to report by bill or otherwise, was read and concurred.
An order of the House, committing the petition of the town of Boston, praying that said town may constitute the County of Suffolk, to the committee on towns, was read and concurred.
Ordered, That Thursday next, 11 o'clock, be assigned for the choice of a Major-General of the third division of Militia of this Commonwealth.
HOUSE OF REPRESENTATIVES.
WEDNESDAY, JAN. 9.-Over sixty members convened at 10 o'clock, and were invited to order by the Speaker.
Treasury Concerns.
A communication was received from the Hon. Daniel Sargent, Treasurer of the State, containing the receipts and expenditures for the three preceding years. Read, and ordered to be printed for the use of the members.
THURSDAY, JAN. 10. Messrs. Williams, of N. B. Phelps, and Tudor, were appointed to report the compensation to be allowed to the members of the Committee of Valuation.
The Hon. Mr. Thomas brought a message from the Senate proposing that the House should send up to that body Calvin Sanger Esq. elected a Senator for Middlesex, and being a member of the House. Whereupon Messrs. Lawrence, Keyes, Russell, of W. C. Hilliard and Rutter, were appointed a committee to introduce the Hon. gentleman to the Senate board.
FRIDAY, JAN. 11.-Ordered, That the Committee on the petition of Maj. J. Bray be instructed to inquire into the expediency of extending the authority of the Supreme Judicial Court to allow the expenses of pursuing fugitives from justice, in cases not provided for by law.
A petition of the town of Boston, praying that the County of Suffolk may comprise that town only, was referred to the Committee on Towns.
Ordered, That Messrs. Strong, of S. H. Phillips, of B. and Williams, of N. B. be a committee to inquire what amendments are necessary in the Pauper Laws.
The committee on the petition of Thomas Spalding, &c. was instructed to report on the expediency of amending the law relating to convicts sentenced to County jails. Adj.
SATURDAY, JAN. 12.-The Secretary delivered in both Houses a message from the Governour, announcing the vacancy in the office of Major-General of the 3d Division of Militia, occasioned by the death of Gen. Joseph B. Varnum. The House of Representatives assigned Thursday next, at 11 o'clock, for electing a Major-General to supply the vacancy.
Ordered. That the Committee appointed at the last session, on the subject of the measures necessary for placing the Senate upon a satisfactory and unquestionable basis, be instructed to consider the expediency of districting the Commonwealth for the choice of Counsellors and Senators.
A motion for re-consideration was made by Mr. Sprague, of Salem, but was lost--35 being in favour and 60 against it. [The Committee referred to above, consist of Messrs. Prescott, of Boston, Crowninshield, of Salem, Marston, of Newburyport, Keyes, of Concord, Kendall, of Leominster, Lincoln, of Worcester, Pynchon, of Brimfield, Smead, of Greenfield, Jarvis, of Pittsfield, Leland, of Roxbury, Whitman, of Pemb. Torbey, of Berkley, and Williams, of New-Bedford.]
An order passed both Houses appointing Messrs. Austin and Shaw, of the Senate, and Messrs. Lawrence, of Groton, Sprague, of Salem, Marston, of Barnstable, of the House, a committee to consider the expediency of providing by law that in all civil actions hereafter to be entered in the Supreme Court and Court of Common Pleas, wherein both plaintiff and defendant desires it, it shall be the official duty of the Judges to hear and determine the action without the intervention of a Jury-with leave to report by bill or otherwise.
The Pay Roll for the Committee of Valuation amounts to $6,525. The Resolve was assigned for a second reading for Tuesday, 10 o'clock. The compensation of the members of the committee is established at three dollars per day. Adjourned to 11 o'clock, on Monday.
