The Army Bill.-We are happy to announce that the bill for the formation of ten new regiments passed the Senate on the 10th inst. The joint committee of conference of both Houses reported a modified proviso to the respective houses. The House promptly agreed to it; and after some debate upon the proviso, it was adopted by the Senate without a division, but apparently by a large majority. The proviso, as it stands, authorizes the President to appoint all the officers, "below the grade of field officers," during the recess of the Senate, absolutely, and not subject to confirmation by the ensuing session of the Senate.-Washington Union.
