Arrival at Savannah from France.
The American brig James Monroe,
Capt. Skinner, has arrived at
Savannah, from L'Orient, in France.
She left that port the 8th of April, and
brought 18 or 20 French passengers,
many of whom corroborated the accounts
from Paris, who were in the city the time
of the Allies entering the city. It was not
known where Bonaparte was--many reports
relative to him were afloat--one,
that he was under the walls of Paris,
bombarding it--another, that he was about
thirty leagues from that place, at
the head of his troops endeavoring to
get the allied troops between Paris and
his army--and another that he was missing.
The Crown Prince and Emperor
of Austria were both in Paris. Napoleon's
army it was said did not consist
of more than 100,000 men. The Allies
committed no excesses at all on entering
Paris; they said they were ready to
make peace with France, but not with
Bonaparte. The French people had deserted
Bonaparte and it was the impression
in France, that the Bourbons would
again be placed on the throne. All was
confusion & alarm. Bankruptcies were
taking place daily.

Capt. S. informs that he saw in a London
paper the arrival of Messrs. Clay
and Russell, at Gottenburg; and that
England had appointed commissioners
to meet them. Nothing on the subject
of an adjustment of difficulties between
this country and England.
Capt. Skinner has brought despatches
from Mr. Crawford, our minister in
Paris for government--also, despatches
from the French government to Monsieur
Serrurier.
