KNOX LISTS PRIORITIES FOR VESSELS

Ships Plying North Atlantic Waters to Be First American Merchantmen Armed

WASHINGTON, NOV. 18. - Col. Frank Knox, Secretary of the Navy, today announced ships plying to and from the British Isles "and northern Europe" will be the first American merchant vessels armed under the policy established by the recent revision of the Neutrality Act.

Knox said second priority will be given to ships going to the Red Sea and third priority to ships going to the South Atlantic.

While he did not say when work would start, other authorities predicted actual arming of American merchantmen would be begun this week.
