TRANSLATED for the DIARY. [Proposals from the royalists of Brittany, to the Representatives of the French People.]

The royalists of Brittany, Normandy, Maine, Anjou, and other provinces of France, imagining that a popular government is liable to many dangerous commotions which often disturb the general repose; are convinced that a monarchical government is the best adapted to the constitutions and temper of the French people. They therefore request that an entire and reciprocal pardon may take place amongst Frenchmen, an unlimited freedom of commerce, personal security, respect to property exercise of criminal and civil laws, and a cessation of all arbitrary proceedings. The most effectual protection to the cultivators of the soil, the inhabitants of the country, the first and principal support of the State. That the inward and outward trade may be protected, so as to return again to its former prosperity, for it is the only spring of riches and the surest means of establishing our finances. That the mechanic and the industrious of all classes, may enjoy perfect liberty. That the soldiers, who by courage and talents have deserved preferment and honor, may receive them, for the warlike valor of Frenchmen should never be forsaken. The royalists of Brittany, Normandy, Maine, Anjou and other provinces, cannot more evidently show their affection to the royalists of La Vendee, than by subscribing and assenting to all that will be agreed on by the general Charrette, for the establishment of peace and friendship between Frenchmen They are sensible that the general tranquility can no other way be restored than by a fulfilment of these articles, which by gradual steps, will destroy anarchy and civil war. The French people re-called to their natural affections, will become gentle, kind and humane, and by repairing their faults and an incessant industry, they will astonish the world. No more will they take up arms but to defend the limits which have been marked by their undaunted courage and which they will be so moderate as not to exceed. By holding up the olive branch to all Europe, we will show that we are true Frenchmen, desirous of nothing besides the happiness of the people--always ready to confirm this principle and seal it with our blood.
