McKay Names Survey Team to Study
Department Operations In Alaska and
Recommend Changes for Efficiency

WASHINGTON, (Secretary of the Interior McKay Saturday announced appointment of a four-member survey team to study all department operations in Alaska and recommend changes aimed at economy and efficiency.

McKay said the team's itinerary will include all sections of the territory where there are department installations and personnel.

Roy B. Earling, a Seattle mining consultant, is chairman of the team, having been elected by the members here this week.

The other members are Glen Duncan, a grain elevator operator at Haines, Ore.; Gilbert H. Jertberg, an attorney at Fresno, Calif., and Robert Coote, a member of the department's technical review staff.

The group conferred with department officials here this week and will begin its field studies in Juneau April 15.

The Alaskan survey is part of McKay's reorganization program launched last year.

Studies of most of the department's bureaus have been completed.

"Recommendations of nongovernmental experts have in many cases resulted in substantial economies and increased efficiency in operation," McKay said in a statement.

"The Alaska committee will give particular attention to a study of the nature and scope of bureau operations and to the location, functions and staffing of field offices.

"Existing policies will be examined with the view toward clearly defining the objectives of the federal government in the territory and an examination also will be made of the department's relations with territorial, local government and other federal agencies."
