Extract of a letter, from Rotterdam, dated May 4.

"As if it was not enough to be at war with France, and to see many of our vessels seized and taken by that nation with the Algerines we have now war likewise. This people were honest enough, however, to release ten armed vessels taken before a limited time, but since, they took many rich prizes, and we are apprehensive for more. Our shipping diminishes woefully—If peace was made this moment, I think we should have at most one fourth only of the number of vessels our nation had at sea in 1779."
