The General Assembly proceeded to ballot for members of the Board of Public Works and elected representatives from four districts: west of the Alleghany mountain (Peter Scales of Cabell, John McCoy of Tyler, Andrew Russell of Washington); between the Alleghany and the Blue Ridge (Robert White of Rockbridge, Jerome L. Opie of Jefferson); between the Blue Ridge and the head of tide-water (Joseph Watkins of Goochland, Samuel Pannill of Campbell, John Gibson of Prince William); and below the head of tide water (Philip Aylett of King William, William Parham).
