Seeks Confab With N.Y. Congressmen On V. I. Act

In letters to Congressmen Javits, Franklin Roosevelt, Celler and Powell of New York, Ashley I. Totten, president of the V. I. Civic Association of New York expressed opposition to H. R. 7393 to revise the organic act of the Virgin Islands and asserted: "May we request that you permit us to depend upon you to stop the passage of this vicious bill in the Rules Committee or see that it never reaches the floor of the House."

"The mainland leaders would also appreciate it if you would be willing to meet with us while in New York at week-ends for a discussion of this serious problem and at a place and time most convenient to you."

Mr. Totten charged that the bill would destroy the identity of the people of the Virgin Islands, and eventually place them under the jurisdiction of Puerto Rico. He said that mainland leaders and those who reside in the islands are taking steps to properly arouse the nation to the grave injustice contained in the bill.
