WASHINGTON, June 19.-The Senate passed the House appropriation bill today calling for $1,117,000,000 expenditures for increased naval defense of the land. House conferees took up study of the new $4,000,000 navy bill demanded by Admiral Harold Stark yesterday, to make this nation the most powerful afloat. Sub-committee members have indicated favor of a bill framed to bring that condition about. Total money now appropriated or under advisement for the defense program now totals more than nine billions of dollars, it was stated today. Increase in the debt limit over the legal 49 billion mark is anticipated The Navy released 20 torpedo boats of their fleet to the Allies yesterday on a sale agreement. The transaction met with opposition from Senator Walsh of Massachusetts, who stated that such ships should be kept on this side and added to. Walsh thought the United States should have at least 3,000 torpedo boats.
