The United States Navy it is said is largely made up by foreigners from every nation on the globe, and many of the men-of-warsmen are not naturalized and can scarcely speak the English language. This is the result, it is alleged, of a bad system of pay, discipline and promotion, which drives the American out of the service. It is proposed to remedy this. The ranks of the Army are made up largely of foreigners, also, judging from the names on the list of killed and wounded in the recent battles with the Indians.
