Senate.—The bill authorizing the President to take charge of the Louisville and Portland canal, was taken up and passed.
Mr. Houston, of Texas, then addressed the Senate in defence of his military and political conduct during the Texas revolution, and the days of the Republic from certain charges, imputations, and slanders, contained in a book called the "History of Texas, Mexico, and the United States," by Gen. Thomas Jefferson Greene, a book which has found its way into the Congressional Library. He reviewed the conduct of Greene in Texas, and pronounced him a dastardly livered man of most puissant cowardice.
Mr. Mason, of Va., offered the following resolution, which was adopted:
Resolved, That the President be requested to inform the Senate, whether anything has arisen since the date of his last message to the House of Representatives, concerning our relations with the Government of Spain, which in his opinion may dispense with the suggestions therein contained, touching the propriety of provisional measures by Congress, to meet any exigency that may arise in the recess of Congress, affecting those relations.
The River and Harbor Bill was then taken up. It was read a third time and passed.
Mr. Mason, of Va., moved for an executive session. Agreed to. At seven o'clock the doors were opened, and after a short time devoted to the Fortification bill, the Senate adjourned.
House.—Mr. Perkins, of La., from the Committee on Foreign Affairs, reported a bill to remodel the Diplomatic and Consular system of the United States. Referred to Committee of the Whole.
The House passed several Senate bills, creating certain Collection Districts, &c. The House then went into Committee on the General Appropriation bill.
The House agreed to the Senate's amendment, making appropriation for the purchase of an Assay Office Building in New York.
The amendment making appropriation to reimburse Edward Riddle for the expenses incurred by him in the American depot at the Great Exhibition at London, was debated and rejected, 66 against 80.
Appropriating $242,000 for running a North Western Boundary between the United States and British possessions, was debated and rejected; the House also rejected the appropriation of $500,000 for continuing the Washington Water Works.
The amendment making appropriation for various Custom Houses and other buildings, at places already enumerated was agreed to, 70 to 52.
The amendment authorizing the employment of a private Secretary, Steward, &c., in the President's household, and making appropriations therefor, was, after debate, rejected.
The 189 amendments of the Senate have been acted on, and most of them disagreed to. At 8 1-2 o'clock the House adjourned.
