Miscellaneous Thoughts on political subjects, highly interesting to every citizen of the United States.-Continued.
IN the American Revolution were a Constitution and government brought into existence by the PEOPLE, formed on the principles of society and civilization. The Constitution is to the government a law from which it has no right to deviate in the smallest instance. " Government has" in reality " no rights, they are altogether duties on which it proceeds." It is " a trust from the people. The Constitution was not a bargain between the people and the government," it is the articles of agreement of the people to a government from which there can be no variation without the general consent; and it has provided that by convention those articles or principles may be revised, altered, or abolished, as from experience should be found requisite. The best for the present moment, may be found far inferior to future improvements. And though as our deceased WASHINGTON observed, we ought to be careful about alterations and amendments, yet we ought not to pay a superstitious respect to established elements, to the hindrance of greater refinement.
Our government is truly republican; democratical in its principle. It is a representative democracy; and, without any thing of aristocracy or monarchy, it enjoys all their advantages wholly free from their evils. : -The various powers of government arise from one great source-It is from the people that all authority is derived, Every citizen of the United States is a part of the sovereign power, and on them rests the weight of government; the administrators of which are their agents. The Executive is " the organ of their intelligence, the medium of communication" of all matters, concerning our prosperity, both foreign and domestic ;--the instrument, of their own devising, by which they act, in the preserving and promoting their invaluable interests. " The general government is charged only with the external and mutual relations of the States. The States themselves have the principal care of our persons, our property, and our reputation, constituting the great field of human concerns.?
Such is the humane, philanthropic system of our government, a system which renders, and which will continue to render the people of the United States the happiest people on the globe. Truly our lines are fallen to us in pleasant places, and we have a goodly heritage.
