Full Text
An act having originated in the house of assembly of Virginia in their last session, "imposing new taxes," a number of the freeholders and inhabitants of the city of Richmond, and county of Henrico, have, in explicit terms, remonstrated against it as unjust, impolitic, and unconstitutional, departing from that unerring axiom of politics, that the measure of all public burthens should be equal and general, not partial and particular. They point out fourteen objections to the act, and conclude by humbly praying, that the act, entitled, "An act imposing new taxes," may be repealed.
