Congressional.

In the Senate to-day, a bill was passed providing that all persons who may hereafter furnish substitutes, shall guarantee the fidelity of the substitute.

The residue of the day's session was occupied in discussing a bill introduced by Mr. Yancey, to regulate the nomination and appointment of brigadier generals, so as to apportion them among the several States. The bill was rejected. Yeas 3, nays 15.

In the House, Mr. Foster, of Alabama, submitted a resolution instructing the Secretary of War to send a corps of engineers to make reconnaissances of the Cumberland and Tennessee rivers, with a view to the erection of fortifications, which was adopted
