By a letter from this latter place, which we publish to-day, it will be seen that they had not yet reached there, and, it would appear, the Mexican authorities are even playing the same miserable game with those poor fellows; for, after dragging them a long and painful march they are still detaining them on the road, though near the end of their journey.
Major Gaines' letter gives more definite information respecting General Scott's intended movements, than anything we have had direct from headquarters; and the positive manner in which he writes, holds out every reason believing that Gen. Scott will advance towards the city by the close of June, or in the very first days of this month. We presume he was only waiting for Generals Cadwallader and Pillow, both of whom would probably reach Puebla by, or immediately after that time.
By the tenor of Major Gaines' letter, it would appear that no material resistance would be made, either on the road or at the city, notwithstanding all the rumors we have heard, of the large force under Santa Anna, and that the city was being fortified.
We are glad to perceive that Gen. Scott intends making a demand for the delivery of these officers, and we hope it will be done in a manner and on terms, that will insure immediate compliance, as they have been detained against all the rules of warfare, and in gross violation of national faith, after having been regularly and honorably exchanged.
In allusion to this, Major Gaines says: "Since that time (the 4th) I have heard nothing from this infernal Government, if Government it may be called, but to-day, I have received an assurance from Gen. Scott, that immediately upon his arrival in the vicinity of the city, which will surely be within twelve days, he will make a peremptory demand for us. It will be complied with, as I think. You may therefore, look for me early in August."
