WASHINGTON, Pa., April 13. A capias was issued in court here today for George Reese, chief of police of West Brownsville, Pa., after the filing of a $5,000 damage action by E. V. Lawler and John McGuire, men brought to this district by the Pennsylvania railroad to take places of striking trainmen on the Monongahela division. They alleged they were arrested for blocking a crossing at West Brownsville and Reese did not protect them when they were attacked by strike sympathizers. Many crews arrested for blocking crossings have appealed their cases to the higher courts declaring town authorities along the Monongahela division have not treated them fairly
