Hawaiian Treaty.

WASHINGTON, Feb. 14.-Secretary Foster this afternoon telegraphed to Minister Stevens, of Honolulu, the approval of his action in affirmatively responding to the request for a provisional government of Hawaii by establishment of a protectorate over the islands, pending negotiations for the annexation of the islands to the United States. Instructions for the guidance of future actions was also included in the telegram.

These instructions will leave San Francisco for Honolulu tomorrow by the steamer Australia, of the local line between those points.
