"Turreau has of late had many conferences both with the president and with Mr. Smith. In one of these, he is said to have proposed on the part of his master to repay the plunder of our property in France, Spain, Holland, Italy and Denmark, by a slice of the Spanish and Batavian Colonies, which we are desired to purchase a la Louisiana. This is a very easy way to restore pillage, though I do not think it honorable or just in our government thus to become the accomplices of a robber, and purchasers of stolen goods."
