The recent transfer of many retired army officers to active duty has disclosed some injustice arising out of the Act of March 3, 1911, which conferred upon officers then on the active list rank they had lost by the prior system of promotion in other arms of the service. Officers with Civil War records were on the retired list when that Act was passed were not included within its provisions, so that many officers promoted under it, and since retired, now take rank of those formerly retired. Senator William M. Calder of New York is endeavoring to remedy the injustice and has introduced a bill which authorizes the President to advance in rank officers retired before 1911 so that the occasion occasioned by the Act of that year may be effected, and the embarrassments caused by calling such men into active service under the command of their juniors may be avoided.
