Attacked by Insurgents.

Porto Plata, Aug. 29.—An attack was made by the insurgents on Santo Domingo. The revolutionists are gaining in strength daily. Another camp of the insurgents has been formed outside this city and residents are leaving hourly to join it. The government has sent a committee to the revolutionists with a proposition to suspend hostilities for 90 days and then proceed to elections. Owing to its financial straits the government will not be able to sustain the present situation long.
