Most of this day has been spent in further discussion of the bill to prevent the introduction of slaves after December 31, 1807.
Mr. Elliot offered nine resolutions for increasing the navy and new organizing the general system of it; for new arrangements in the militia, &c. He wished them to be committed to the committee of the whole; 32 only were in favor of the motion: he then wished they might be suffered to lie on the table. They were not even ordered to be printed; nor is it probable he will again offer to call them up. He forbore making the speech that was expected.
