Peace Congress.

New York, May 16.—Rev. James S. Miles made a report last evening at a meeting held at the house of David Dudley Field on the result of his late visit to Europe, which was to interest European Statesmen and publicists in favor of an International Peace Congress for the purpose of promoting the adoption of a code and the establishment of arbitration as a means of settling International disputes. Mr. Miles spoke of his warm reception in England and France, and in all the continental cities, and said there is a very general desire for the establishment of an arbitration policy. A resolution was adopted that a meeting be held September 23d, to which publicists of the different nations be invited, to consult upon the best method of preparing a code and the most promising means of procuring its adoption.
