LATEST FROM ENGLAND

New York, Jan. 20. -The packet ship Wm. Thompson, Captain Cracker, arrived yesterday from Liverpool. She left that port on the 6th ult. but put into Cork, and sailed thence on the 11th, to which date Capt. C. has favored us with the papers of that place. They contain London dates to the 7th Dec. but no news of importance. The following are extracts. [Mer. Adv.

Cork, Dec. 11--We have the London papers to the 7th inst. inclusive. 'The only foreign news deserving of notice which the late arrivals furnish, seem to say that the King of Spain still cherishes the hope of re-conquering the South American Colonies: and yet, accounts of the same date present such a picture of the existing state of Spain as leaves no shadow of doubt, if any doubt could have remained that that kingdom is in the most deplorable condition to which an afflicted country could have been reduced even by that most fearful scourge of nations, Jacobinism. It is of course from abroad that Ferdinand would expect the adequate aid for carrying his designs into effect, but it has now appeared tolerably evident that the resistance likely to be encountered in such a case, from more quarters than one, will be of no very contemptible character.

Major Gen. Count Guilleminot remains at Madrid a few days to regulate the occupation of Spain by the French army.

Marshal Moncey and General Bourck arrived at Bayonne on the 9th ult.

It is affirmed that the Count Carthagena (Morillo) has demanded passports for France, and that they have been granted him. General Quezada has been appointed to succeed him as Captain General of Galicia; but it is not said whether he has accepted the nomination.

Madrid, Nov. 28.--On the 23d ultimo a Deputation of the town of Saragossa, had the honor of being presented to his Majesty to congratulate him on his deliverance.

Baron d'Eroles, Capt. Gen. of Catalonia communicates, in a despatch dated the 18th ult. that the result of a conference which he has had with Gen. Llobera, is, that the division of the said General, consisting of 5,000 men, (cantoned at Seuss) has unconditionally submitted to the King.

The Governor of Bilboa writes to the Minister at War, that 50 armed militia have been arrested near that town by a detachment of the Royal Volunteers. These militia seeing themselves surrounded, protested that they were proceeding voluntarily to take the oath of submission to the King.

"Paris, Dec.--The Official Gazette of Madrid of the 20th ult. contains an article in reply to the extravagant declamation of the Jacobin Journals of Paris and London! upon the independence of the Spanish Colonies. This article is in some sort a repetition of those which we have already published on the same subject.

The Spanish writer observes, that when the Revolutionists of the Seine and Thames speak of the independent nations of Peru, Mexico, Colombia, &c. they hold the same language as they were desirous of applying to the independent nations of Naples, Piedmont and Spain.--When a respectable force approaches to take cognizance of the places subject to these sovereignties of the people, nothing is to be found but a mass of factious persons who are dissipated like smoke. It will be the same in the new world. The faithful offspring of the mother country, the deserted subjects of the Bourbons, are there as in their European dominions, a vast majority--a fact which the future will demonstrate."

One of the grand arguments of the partisans of American independence is, that it is founded in right, as the mother country can no longer protect it. The Gazette of Madrid replies to this argument of the Journalists by the following comparison:

"According to the principles here advanced, Ireland might observe to-morrow 'I will be a sovereign state as soon as I can establish my independence. From that instant I am independent in fact, for this simple reason, that fidelity reposing upon protection, and not receiving that protection from you, I am not obliged to pay the price of it. Once possessed of the power, and I shall be independent de jure as de facto.'"

The N. Orleans Advertiser of the 3d contains the last 11 articles of an alliance between the republics of Colombia and Mexico. They pledge themselves to support each other in their independence, and to obtain the co-operation of all the South American States--not to accede to any demand or indemnifications which Spain may set up for her ancient supremacy, &c.
