Full Text

French newspapers received at Newport, Rhode-Island, represent the war with Russia as becoming popular in France. We believe it, for an obvious reason. The French are a military people; and their disasters in Russia have tended to call in question their military skill. That is a tender chord with a Frenchman; and Bonaparte has made it vibrate to some purpose. His policy of drawing veterans from Spain and replacing them by conscripts, will make his army of the north effective the moment it takes the field.
