The numerous accidents happening from the bursting of the boilers of steam boats, loudly calls for legislative intervention.
Such accidents must proceed either from the defectiveness of the works, or the carelessness of the engineer. The former ought to be carefully inspected and certified to be sufficient before the boat is suffered to run. The latter can only be guarded against by compelling the engineer to give security for his fidelity and attention, to which might be added the sanction of his oath or affirmation.
It is understood, that, in England, no steamboats can be navigated without a license, granted after an official inspection, and such accidents are seldom known in that country. A scientific man, or board of men, should be appointed in each of our states, under a concurrent system of laws; and congress would doubtless give its sanction, by refusing coasting licenses in all cases where the state license is not granted. The season for extensive travelling in this way has arrived: and it is to be regretted that as it is not the season for legislative action, nothing can be well done before next autumn. But during the interval information might be obtained of the course pursued in England, where it answers so well; and it is to be hoped some public spirited member of the legislature, will take the necessary measures to procure it; and thereby enable our state to take the first step in a plan of humanity and justice.
