Protest Against Cutting Rates.

CHICAGO, Jan. 19.-The Chicago, Milwaukee & St. Paul has stirred up the Western roads by making a protest against the cutting of rates, which it charges is being done in favor of theatrical parties. When the Western Passenger Association was formally dissolved, the lines agreed that all rates should be maintained until the new association was formed. The agreement has been very well kept, and no protest has been made by any of the lines that their competitors were cutting rates in any way. The complaint of the Milwaukee road is made in vigorous fashion, and it declares that it will from this time on meet whatever rates the other lines may see fit to make for theatrical or any other party business.
