Letter from the Emperor to the Minister of General Police.

"M. Duke of Otranto: The services you have done us in the different circumstances that have arisen, induce us to confide to your hands the government of Rome, until we shall have taken measures for carrying into execution the 8th art. of the Act of Constitution, of the 17th of Feb. last. We have, by special Decree, determined the extraordinary powers wherewith the particular circumstances of those departments require that you should be invested. We expect that, in this new post, you will continue to give us proofs of your zeal for our service, and your attachment to our person."

This letter having no other purpose, we pray God, M. Duke of Otranto, to have you in his Holy Keeping.
