FOREIGN.

The intelligence from abroad will be found interesting. The speck of war, although no bigger than a man's hand, may soon overspread the sky. Indeed, if the allied monarchs are in truth determined to act upon the principles which they have avowed, war seems inevitable. It is hard to believe that the Neapolitans will surrender their rights without a struggle. Should a contest ensue, it is not improbable that Spain and Portugal will make common cause with Naples. Indeed it is already rumoured that these powers have pledged themselves to a mutual support. In such an event the contest will be fierce and destructive; and another general European war may ensue.
