The Exeter News Letter complains of the dilapidated condition of the prisons in Rockingham County; stating that neither the one at Portsmouth nor that at Exeter are sufficiently strong to detain desperate criminals without manacles, chains and bolts. A committee appointed in June last investigated and reported it advisable to dispose of the old gaol in Exeter and its land, construct a new granite gaol on a different site with keeper's house and out-buildings, and repair the Portsmouth gaol for debtors or temporary confinement of criminals.
