The Conservatism and the Fillibusterism of President Pierce.
Everybody thought, while reading Mr. Pierce's ambiguous inaugural, that his administration, of which he had so much to say. would immediately give its attention to securing some of that territory, the annexation of which was spoken of as very necessary to well being of our country. Further, all persons understood that he meant Cuba when he spoke of those acquisitions. We wish some one who is aware of the plans of the Administration would let the cat out of the bag and inform the country what is to be resorted to in order that Cuba may be annexed to our Union.
There are two ways of acquiring foreign territory--it may be stolen or it may be purchased. Which of these ways Mr. Pierce favors, no one can tell from the inaugural. Spain having positively refused to sell Cuba, it is clear that the project for its purchase should be abandoned. If it is to be stolen, or to speak more diplomatically, if it is to be conquered and taken as "indemnity for the past and security for the future," when is that beautiful process to be begun? Will not some ardent and devoted and whole souled Fillibuster please to go to Cuba and contrive to get himself garroted, and thus afford our sternly patriotic administration the desired opportunity of resenting such an outrage? Or may be the Captain General will be good enough and accommodating enough to authorize some outrage on some of our vessels and thus facilitate the operations of the Pierce Cabinet in the line of territorial acquisition.
The inaugural's conservatism and fillibusterism on this subject just about make a balance. Cuba must be annexed, says Mr. Pierce, and the great heart of fillibusterism swelled with its proudest emotions and exclaimed "that's good" But with the next breath Mr. Pierce announced that nothing should be done that would not stand the scrutiny of the world, and thereupon fillibusterism drooped its head like a well-flogged chicken and uttered a great sigh over its blighted hopes.
Now whether the declaration in favor of getting Cuba is to have more effect on public sentiment that the declaration in favor of national right and honor is not very clear. It seems to us scales against each other, just about produce a balance. They offset each other beautifully. If those portions of the message could possibly detach themselves from the other portions, and have a real old fashioned battle, the result would be that, like the renowned Irish cats, they would infallibly destroy each other. They seem to possess the same amount of strength and are equally resolute. Mutual destruction would of course grow out of their struggle.
If Cuba is so desirable and if she is as a matter of State necessity to come into our Union, we do not see why there should be any delays. The impatient hearts of the fillibusters will certainly take fire if they are required to wait month after month on the tedious movements of what will then seem to them to be a very uncertain Administration. If the President doesn't commence operations. we have no doubt the fillibusters will. They think that the most foolish thing in the world is to delay seizing a glittering prize that lies within your reach. There lies the superb "Queen of the Antilles" in all her tropical warmth and beauty inviting us, like another Cleopatra, to come and take possession of her. Shall a go-ahead Julius Caesar turn an indifferent ear to her request, and sneak off like a conservative Joseph from such an opportunity.
