BALTIMORE, May 21.

A person of veracity from Aux-Cayes, says, that he witnessed the burning of several barges, and imprisonment of the crews in irons, who have lately been partially employed in capturing American vessels; and that the new commissioner (Hedouville) is positively forbid granting any commissions against Americans. As very few American vessels now venture to the West-Indies, and as the Islands must starve if not aided from the United States, may not this be a trick of the Agent, to decoy the property thither; and when supplied let loose his blood hounds again? The best that our merchants, who shall send cargoes, can possibly expect, is, that this agent will give them, for their property, draughts, which will be received in part payment of the contributions to be demanded of the United States!
