The legislative program is finding favor at a number of district P-TA meetings. The legislative proposals require three - fourth majority before they can be included in the state P-TA legislative plank.
Two of the most controversial items in the proposals are Item I. which calls for support of public schools: and Item 9c. which supports compulsory school attendance laws.
The Southside district voted against the entire program. and the Richmond district defeated the compulsory attendance item. The Richmond district has two votes because of its large population. The Rappahannock Valley district voted against the public school item also.
It takes seven votes against to defeat any given item. Thus the public school item has two votes against it and the compulsory attendance item has three votes against it.
The Farmville district meeting will be held at the War Memorial building at Amelia. The meeting will start at 3:30 p.m. and will be a dinner meeting rather than the customary luncheon meeting.
The election of one officer. several talks and the vote on the legislative program will highlight the meeting.
Proposed Items
The items on the proposed state legislative program are as follows:
1. Public Schools - We urge that educational opportunity be provided for every child in a public school which will enable him to develop to the maximum of his capacity.
2. Special Education - We recommend strengthening the program of special education for exceptional children through increased appropriations for expansion of services.
3. Teacher Recruitment and Retention - We recommend a state-wide minimum salary schedule for bachelor-degree teachers of $3600 to $6000. improved retirement and sick leave benefits. adequate teaching materials and equipment. and reasonable teacher loads.
4. School Construction - We urge that the State make available additional funds for the construction of public school buildings
5. Equalization - We recommend that more state funds be distributed to public schools on the basis of local need. effort. and ability.
6. State Institutions of Higher Learning - We request adequate support for state institutions of higher learning and expansion of facilities to meet educational needs beyond the secondary level.
