PHILADELPHIA.
March 23.

Extract of a letter from Oporto, to a respectable House in this city, dated January 15.

"We are hourly expecting to hear, that England, Holland and Spain have declared war with France: These combined forces by sea, intend to prevent any provisions entering the ports of France, without respect to the flag of any country; Prussia, Germany, &c. &c. will harass them by land; in short all Europe seems combined against that nation. Most people are of opinion, that Portugal will maintain a neutrality, which will be very happy for us."

Accounts from Dominica state, that an armed copper bottom ship had arrived there from England about the 20th of February, after a remarkable short passage, by which intelligence was received that a war with France was now become inevitable, and that eight guineas bounty were given for entering seamen, when she sailed.
