PORTUGAL.

LISBON, July 9.

The Committee appointed to prepare a plan of a new Constitution of Portugal, held a session at the Palace on the 7th: when the Marquis de Palmella, their President, addressed them in an eloquent speech. In the course of it he remarked, that

"The King in resuming his supreme power, seeks only, to consolidate a Monarchy, in the organization of which, without losing sight of the Portuguese Government, the dignity of the Throne may be combined with the rights of the several classes in the State, and the security which the laws ought to afford every individual. He desires to promulgate a Code not intended for the development of vain and abstract theories, but which may practically guarantee the most essential rights, and fix the public safety on a solid basis, giving room for progressive amelioration and preserving a prudent analogy with the wisest institutions of the other Monarchies of Europe, not only because their advantages have been proved by experience, but because our intimate relations with other States shew how desirable it is that the institutions of all the powers may approximate to each other as much as possible."

July 10.—A circular letter from the Marquis Palmella to the Foreign Ministers, &c. acquaints them, that he has, by his Majesty's order, intimated to Don Manuel Maria de Aguilar, that in consequence of the unheard-of insult put upon his Catholic Majesty at Seville, the government of his most Faithful Majesty cannot recognize him as agent of the government of Cadiz; that all official correspondence with him must therefore cease, but he may remain at Lisbon as a private individual. -This measure, however, by no means involves any hostile disposition towards Spain, but is merely a measure consistent with the principles of this Government, and conformable to the conduct observed by the representatives of all the other powers of Europe who were at Seville on the occasion of the offence to his Catholic Majesty."
