BERLIN, Dec. 28.-South Germany, perhaps, sees the blunders of Prussianism better than any other part of the wrecked empire. At any rate the Munich Post catalogues the policies which have brought defeat and disruption pointedly in the following article:
Every world conqueror has understood the task of placating the peoples he had subjected. The rule of the great Napoleon went hand-in-hand with the spread of the French revolution. He overthrew governments and liberated peoples. With us the reverse has been the case.
We liberated Poland and made an enemy of her.
We conquered Rumania and incited her against us.
We freed Finland and caused ourselves to be hated by the Finnish people.
We liberated border states and were pursued by their cry of hatred and distress.
We freed the Ukraine and incurred the loathing of her people.
We freed the Caucasus and gathered only the deepest mistrust of the Caucasian peoples.
We conquered Russia and paved the way for the fall of Russian absolutism, and turned the revolutionary Russian people into our enemies.
Why? Because wherever we went we brought with us the system of government that oppresses ourselves. Everywhere we acted as despots, and everywhere we supported the oppressors against the oppressed masses.
The German people will now have to pass thru distressful times. Energetic and ruthless action is imperative. The Augean stable must be thoroughly cleansed of its filth. Open wide doors and windows, that the new spirit may enter. We need light, air, freedom, and, above all, truthfulness.
