SACRAMENTO, Calif., Feb. 22.—Articles of impeachment combining three charges, were being prepared today by the board of managers who will prosecute Superior Judge Carlos S. Hardy in the state assembly for accepting a $2,500 "love offering" from Aimee Semple McPherson's Angelus Temple.
The three phases will be: practicing law in violation of the constitution; obstructing justice; and general reprehensible conduct.
The charge of practicing law will deal directly with the accusation that he gave legal advice to Mrs. McPherson and her mother, Mrs. Minnie Kennedy, just after the evangelist's return from her kidnaping.
The second charge, of obstructing justice, will concern his efforts on behalf of Mrs. McPherson when her kidnaping story was being probed.
It was based on his trip to Santa Barbara, where he talked to a newspaperman who had interviewed Kenneth G. Ormiston, Angelus Temple radio operator, and a mystery woman who occupied a "love nest" at Carmel with Ormiston. Many have accused Mrs. McPherson of being in the cottage with Ormiston and not in the hands of abductors.
