Extract of a letter from Annapolis. Sept. 16.

"Permit me to congratulate you on the return of the French fleet. It appears there has been a running engagement between them and the enemy, though nothing decisive. The Count de Barras, lying within the Capes, hoisted the enemy's flag; this two of the British frigates observing, determined to force their way through the formidable fleet of Count de Grasse, of course you must suppose they fell an easy conquest.

We are informed, that not less than three thousand effective militia, including the regiment of artillery, appeared last Monday completely armed and equipped, upon their respective parades, all belonging to this city and districts, determined to chastise Sir Harry for his temerity, should he attempt an excursion into this State. And we rejoice to hear, that the spirit of the year 1776 prevails in every part of the Continent. The whigs of all ranks seem to vie with each other in exerting themselves, at one capital blow to put a glorious period to this cruel, savage and depredatory war.

That enemy to the human species, Cornwallis, is now in the toils, and must inevitably in a short time, undergo the fate of Burgoyne. Thank God, the state of our finances are now in a situation to give energy to our exertions."
