REGULAR MEETING LAST NIGHT - NUISANCES - PRECAUTIONS AGAINST THE APPEARANCE OF YELLOW FEVER.
A stated meeting of the Board of Health was held last evening, President Roberts in the chair. The Tenth Ward Committee reported numerous nuisances prevailing, some of which were partially abated. The stagnant water nuisance on a vacant lot at the N. E. corner of Second and Charles streets was reported unabated. The Committee stated that they were unable to find the owner of the lot, and therefore were unable to do anything. On motion, the Committee were authorized to have nuisances abated at the Board's expense.
A petition from a number of citizens residing in the vicinity of Ninth and Orange streets was presented, asking for the removal of a pool of stagnant water under the table at the S. E. corner of the intersection of the above streets, was referred to the Committee, with power to act.
Dr. Shortlidge presented the following resolution: Resolved, That the Street Committee of City Council be requested to have all streets and gutters cleaned south of French street, running from the Brandywine to the Christiana the work to be done at once: Also streets over Third street bridge and in the lower portion of the Tenth Ward.
Mr. Bickta asked why lots should also be removed. The gentleman moved that the Street Commissioner be requested to send men to the Ninth Ward to-day to clear the filthy gutters and streets. Carried.
Mr. Burke said the same thing could be said of the Tenth ward. In Hedgeville along the railroad the gutters were in a very filthy condition. The gentleman thought proper to have a resolution to have the matter attended to, and a motion was made to that effect.
Mr. Bailey moved to amend, requesting the street committee, in view of the prevalence of yellow fever near at hand, to employ a much larger force of men to have all the streets, and gutters cleaned. The motion, with amendment, was passed.
Mr. Seeds presented a communication from complaining of filthy gutters, at Fourteenth and Orange streets. Clerk Foulk stated that the petition referring to the same matter had been reported favorably on by Council. The communication was laid on the table.
Dr. Shortlidge said that the streets in the Ninth Ward have not been cleaned during the entire summer, except Market street and Vandever avenue, and those streets only once. The gutters were in most filthy condition and weeds grew on the streets in which much filth collects. Caution should be taken against the appearance of yellow fever. The weeds on all the streets throughout the city are a hotbed.
Concluded. Dr. Shortlidge said that yellow fever only contagious in the lower districts, and those streets should be attended to immediately. Mr. Bickta's motion to include the whole city was lost. Dr. Shortlidge's resolution was here carried.
The question of the growing weeds was then brought up. Mr. Smith said it was a receptacle for all filth. He moved that the executive officers see that the property owners attend to the cleaning of their vacant lots.
Mr. Bailey moved to amend by requesting the President to have posters placed all throughout the city requesting citizens to have filth removed from their gutters in view of the prevalence of yellow fever. Carried. Original motion passed.
Mr. Burke spoke of the danger that might arise through disease from the condition of Shipley Run, garbage and waste. After some discussion the meeting adjourned.
