FROM HAVANA.

We learn by the sch. Sally, from Havana, that that place had declared in favor of the Cortes. The Custom house had been put down, and one established under Revolutionary authority, from which the Sally obtained her papers. An embargo had been laid on all the vessels in port for four days. Two British brigs of war, each said to have on board half a million of dollars, had been detained, and the money taken ashore, and an order had been sent to the commanders that if His Britannic Majesty had any accounts against the Cortes, to send their bills, and they should be paid. The troops had joined the people, and a perfect enthusiasm prevailed in favor of the New Government.—New.York Adv.
