We observe that the Tennessee Legislature is about to strip the Governor of that state of much power and patronage with which he has been clothed by the Democratic party. A bill has been introduced to amend the charter of the Bank of Tennessee- the object being to take the appointment of Directors out of the hands of the Governor, and give it to the Legislature. Another bill is also before the Legislature, taking the management of the Penitentiary from the Governor, and giving it to the Legislature. It is said, that the Superintendent of Railroads will be appointed by the Legislature, instead of by Governor, as at present.--Delta.
