The Army Pay Bill, followed by a bill increasing the pay of naval officers, and the pay of officers of the army, ought to be passed. The passage of the bill by both houses, increasing the pay of the army, whilst their compensation, formed long ago, when the expenses of living were much more moderate than at present, are inadequate as arduous and valuable as those performed by the navy, which receives a much more liberal compensation. The education at West Point fits him for other and remunerative employments, whereas a naval officer is rendered by his peculiar naval training, competent for nothing but a maritime life.
