"Among the public acts which have passed this session, we may mention an act to authorize the City Courts in the several cities to hold jurisdiction of suits on obligatory writings, made payable at the banks in such cities, provided they are indorsed over to the bank, whether executed within such cities or not. This act was deemed reasonable on general principles: and individuals cannot object, as they need not make them payable at the bank, unless they are willing to bring themselves within the law."--Hartford pap.
